Meet Carter! He is 11 weeks old and weighs 15 lbs. Parents are Heeler/Shepherd mixes, no dna has been done. Carter is with a foster in Puyallup. From his foster: “This playful little guy has a heart full of love and an endless supply of energy. He absolutely enjoys playing tug-of-war and trying to keep up with his big foster brother!
