Penelope

This puppy was born on Dec. 9, 2022 and has been through a lot of changes. She has been "taken home" three times and each time due to changes in the owner's life, she has been returned to the rescue to try to finally find a reall forever family. She is a sweet dog who loves to play with other dogs, but now has trouble trusting people, because they keep disappointing her. She will need some extra care to get her over this, and find her confidence to be the best dog she can be. She will do best if she has another dog in the house to be her new bff.
